A delegation of CSS Forum met with Hon’ble MoS, Dr. Jitendra Singh today. The meeting was called by the office of Hon’ble MoS in wake of several Media Reports regarding growing frustration in CSS Cadre Officers on issue of promotion backlocks of 6 years in CSS.

CSS Forum apprised the Minister about important concerns of CSS Officers which are pending since several years such as:-

i.Immediate Promotions (Regular/adhoc) in CSS subsequent to the judgment by Apex Court in the matter of Jarnail Singh Vs Lachhmi Narayan.
ii.Extend all the benefits of Organized Group ‘A’ Service to Central Secretariat Service Officers such as
a.Cadre Review by CR Division,
b.Non-functional Up-gradation,
c.Declaration of NFSG in JAG Grade,
d.Operationalization of 30% posts at JAG level from over all senior duty posts.
iii.Immediate conduct of LDCE 2018 onwards
iv.Notify and Declare 1st October as Central Secretariat Service Day.
iv.Relaxation in the 9-year service clause for proceeding on central deputation.
v.Provide relaxation in the definition of approved service for 2013 and 2014 Batch DR ASOs.
vi. To instruct concerned JS/AS to take regular monthly review meetings with CSS Forum and take action on the decisions taken in those meetings.

During discussions, Forum also requested the MoS that an important reason of mismanagement of issues in CSS cadre is due to the fact that officers who do not belong to CSS Cadre occupy the important posts in CS Division, with very little understanding of the Cadre. In this regard, it was requested to the Minister that at least Director level posts in CS Division must be reserved for CSS officers.

The Minister assured immediate resolution of all the Grievances of CSS Officers. Further MoS discussed the matter of promotion in CSS with AG for early resolution of the issue. MoS also assured for regular meetings with the CSS Officers for resolution of all their issues.

The Relay Twitter Campaign of the CSS Officers will continue till the time concrete steps are taken by DoPT in the right direction to resolve all pending issues.
