Of late , on 24.05.2023, MHA under the chairmanship of Chief Secretary, Delhi in presence of JS(UT), Director(Services),MHA discussed to earmark 500 posts for DASS Grade-1 Cadre. However, DANICS officers association raised concerns on 01 June 2023 to Secretary MHA & Chief Secretary, Delhi over these considerations recently made by MHA. Association in its representation opposes the proposal as the decision has been taken without consultation with UPSC & DoP&T. Further, It is also stressed by association that this move by government eventually convert this subordinate service(DASS) into Delhi State Civil Service at the cost of DANICS, in contravention with GoI/DoP&T guidelines on MACPs, Cadre Review, Cadre Management & post creation etc. The above decision will eventually make DANICS irrelevant in the affairs of GNCTD as two parallel state civil services cannot co-exists together in the same state or UTs.
This move of MHA is against the section 3A of GNCTD amendment ordinance 2023 dated 19 May 2023 which says that the Legislative Assembly have no power to make law on any matter enumerated in entry 41 of list-II of the 7th Schedule of the Constitution of India. Entry 41 of list-II deals with State Public Services, by virtue of above ordinance Delhi cannot have its own state service, created and administered by GNCTD.
UT Cadre consists of IAS, IPS & DANICS and DANPS is common to all UTs including Delhi. UT Cadre is administered by Central Government through MHA and these officers are recruited through Civil Services exam conducted by UPSC. While DASS Cadre is recruited by DSSSB(Delhi Subordinate Services Selection Board).
