CSS Officers intensifies Non Cooperation Movement against tedious working of DoP&T, their Cadre Controlling Authority.

Central Secretariat Service officers posted in various Ministries/Departments gathered outside their office premises wearing Black Dress on second consecutive friday continuing Non Co-operation movement as a sign of hopelessness against the tedious system of working being followed by CS-I (Division) in DoP&T since the last many years wherein even the routine service matters like Promotion, Deputation, OGAS status, NFU etc. remain buried in files for years bringing the level of frustration to such levels of resentment.

CSS Forum (the umbrella association of CSS Officers) informed that out of the Eight unresolved long pending issues stated in its letter dated 02.05.2022, at least Six issues are such that the files for which continue to be at Final stage of approval from the last many years but are being delayed due to Division level incompetency/ indecisiveness and prejudice against CSS and continuous misguiding of senior level officers including even the Minister in-charge.

CSS Forum recalled that Hon’ble MoS(PP), Dr. Jitendra Singh met CSS Officers on 8th Feb, 2022 and had assured that shortly all the service matters including timely promotions will be resolved, however, till date even after 3 months not even a single matter has been resolved, hence this Non Cooperation Movement.

Subsequent to CSS Forum’s Strike Notice dated 2nd May, 2022, EO&AS(CS), DoPT called for meeting on 4th May, 2022 with CSS Forum and assured that CS-I division will be dynamic in its approach now onwards and set the target to 31st May for processing of all Promotion issues and assured that it will be ensured that no CSS officer have to bear financial loss due to any further delay in promotion. Further, it was also decided that 8-10 additional officers experienced in dealing Promotion Matters will be deployed in CS-I division to Fast track the process however same is still awaited.

Further, CSS Forum reps in another meeting on 06.05.2022 with EO&AS(CS), JS(CS) & PS to MoS(PP), strongly put forth view of all CSS Officers that with present tedious working environment in CS.I division & its track record since the last many years, it does not seem possible for it to issue regular promotion orders in even six months, hence ad-hoc promotions can be started immediately. Even after 10 days there is very little progress on any of the long pending issues mentioned in the strike notice. EO&AS(CS) assured to have a review of the matter with seniors & sub-ordinates.

Now, CSS Forum in it’s letter dated 11th May,2022 to Secretary, DoPT again informed the new Secretary that even after repeated assurances by Hon’ble MoS(PP) and AS(CS), work in CS.I division is going on very slow track. So, only option left with DoPT is to immediately start Adhoc promotions so that financial loss of eligible officers retiring on 31st May can be averted & frustration level mounting in eligible CSS Officers due for promotion since the last one year may be contented. Regular promotion process may simultaneously be fast tracked. Further other long pending issues which are not being discussed by DoP&T so far, affecting almost 70-80% CSS officers may also be resolved within 24-48 hours as the proposals have already been in final stages and only final approvals are pending.

CSS Forum has stressed that immediate promotion orders must be issued in r/o all eligible officers averting any further financial losses and this Non-cooperation movement will continue and will be intensified if all the eight long pending issues are not resolved in time bound manner.
